The Housing & Redevelopment Authority of Douglas County public housing was established to provide decent and safe rental housing for eligible low-income families.  Our Public Housing program consists of 14 single family duplexes located in Alexandria, Osakis, Miltona, Brandon, Evansville and Kensington.  The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies (HAs) that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments.

  • There are 2, 3 and 4 bedroom family public housing units in Alexandria.  2 and 3 bedroom family public housing units in Osakis, Miltona, Brandon, Evansville and Kensington

  • Smoke-free properties

  • Washer/dryer hook ups

  • Water, sewer and garbage included

  • Tenant is responsible for heat and electricity

Rent varies by location and bedroom size.

Evansville Apt

The Evansville Apartments were built in May of 1978.  The HRA purchased the property in 1997. This property was financed by USDA Rural Development.

The United States Rural Development (RD) 515 program preserves affordable housing in great Minnesota though the Rural Housing Services division.

The HRA has six (6) rental assistance vouchers for this property. 

 This is an 8 unit building.

  • There are seven (7) 2 bedroom apartments

  • One (1) handicapped accessible 1 bedroom apartment.

  • Smoke-free property

  • Rent includes utilities, lawn care, snow and trash removal

  • Coin operated laundry onsite

1 BR Unit rent: $575

2 BR Unit rent: $610

Living in this type of housing may be different from other rental situations you have experienced.  There are specific screening criteria you will have to meet in order to qualify, and there are government regulations that the HRA is required to comply with that are not required of a private landlord.

Our tenants are required to maintain neat and clean units and yards and to conduct themselves in ways that do not disturb or harm others.  We take our responsibility to provide a safe, peaceful environment for our tenants seriously and will take corrective action when necessary to ensure that these goals are met.

Applicants must meet tenant eligibility requirements, such as, good landlord references, utility references and a criminal record check. 

The gross annual household income must not exceed the following limits:

While You Wait:

  1. Your name will be entered onto the waiting list.

  2. The HRA does not have any emergency housing.

  3. You must report any changes of address and/or household size to the property manager.

  4. You can check your status on the waiting list by calling the Property Manager at 320-762-3074.

  5. The HRA will contact you annually regarding your continued interest in the public housing program.  You must respond to this notice or your name will be removed from the waiting list.
